This is probably why Kamachi went for a temporarily "happy" ending, to leave doubt in the reader's mind.

I can't wait to see full context and dialogs,from what we heard/translated so far this volume might become one of my favorites in the whole series.

The case with Touma and Accelerator was hastily covered up, but there's no guarantee that anyone would treat Junko and the #7 with the same degree of urgency. It's not as if Academy City was shaken up by the revelation that a Level 4 was able to beat a Level 5 in the past twenty-two volumes.
