It looks too silly.

I've never read the manga but at least we can tell that the author doesn't want to skip any content. 146 chapters for 32 episodes is good ratio.

It's pretty good.

You've got to know, though, it's just the latest iteration in a series that has been here for good while, startuing with books, but most people (at least in the west) know this only through the OVA that were made long ago.

There's a new anime recently

Anywya, the important point is that the universe/story is classic, if you like questions about democracy vs autocracies.

The question is then about if the manga is a good way to consume that story, and here I would say yes.

The manga fleshes out some aspect that you simply didn't see in the old OVA, while the chara design changes aren't as egregious as the new anime.
