I think it's more that the main characters are more rigid in their development, whereas the authors are more free to just let the side characters develop as they write. It lets them escape the stereotypes they were originally based on and become interesting characters. They normally don't mean that much but in this case it does. First of all it wasn't just a win, it was a wash, a one sided slaughter. It's impossible to ignore it at this point. And second of all; her winning is more meaningful than if, say, someone like Fumino did cause she's the sensei character who are basically destined to lose. Even if the creator wanted to do it the editor would probably tell him he can't, especially in something like WSJ. But with her victory they can see that over half of the fanbase would want to see it and probably a lot more would be ok with it. This could also explain the constant mention of "wait until you graduate". Not a guaranteed victory but I'd say it's something to consider

Because her being a teacher and an older woman, sets her character apart from the other girls, and creates a unique, interesting dynamic with the MC. But no, she is pretty much carrying the manga for most fans despite not being a "popular archetype that sells".

This is true, and she also polled poorly in both (I think there were only 2) popularity polls. I just get the sense that the mangaka is writing it in tandem with feedback as opposed to having a concrete vision on how much time each character should get, and all that. I think this is to some degree good, since I've definitely noticed an increase in writing quality, and at least for the past while has lead to tight character arcs (though Rizu's ended in somewhat of a rushed manner I feel).

Yes, it's about Fumino to prove how your Y-san theory crumbles when you contrast the results of the other girls, especially Fumino who had a long hyped up arc where she hogged all the screentime and still lost popularity. This means that not even the second place, the only girl that could compete against Mafuyu, could stand a chance against her skyrocketing popularity and instead lost the most votes out of all the girls. I think the arc is alright. I think all the arcs are alright, nothing too special since I don't expect Tsutsui to be this deep and good of a writer. The arcs that are really good in my opinion are the Festival and Sensei's. The first because it features all the characters the second because it is short and conveys some really good moments and to this day is the only arc that resulted in a visible change in characterization.

I mean it's a bit unorthodox but it's hardly a requirement. It wouldn't make sense for the teacher to hang out with her students. She even pushed away Nariyuki at first and it took her a while to fully acknowledge him. It would be jarring if she just hung out like normal with the rest after that. And despite them being limited, I quite like her interactions with Uruka and Asumi

She's not isolated, she just tries to keep their relationship professional like she did with Nariyuki at first. It makes complete sense and their current relationships are more than I'd expect. Fumino and Rizu saw her as some villain before the series started but Uruka looks up to her and Asumi talks with her when they bump into each other

Her role to them will always be as a teacher until fumino and Rizu stand up to her and mend their previous relations. It's not even her fault at that point because the ball is on their field when it comes to interacting with sensei. One of her traits is putting up a facade as a serious character so she doesnt have to grow with them as anything but a teacher just yet. She's fumino's and Rizu's reasons to keep pursuing their course in efforts to prove her wrong.

Most of the manga is basically plotless, but we can safely say that Fumino, RIzu, and Uruka have grown some. To say the least, their relationship is better now than it was at the start. Definitely between Fumino and Rizu thanks what went down in the latter's arc.
You guys are taking this too seriously. Maybe isolated isn't 100% accurate, but she's removed from majority of heroine to heroine interactions and involvement. Development naturally stagnates between her and them as a result. She is a sensei and acts accordingly for her station and age so it's not unexpected that she isn't close to them outside of a teacher. Bet best is to have Nariyuki break the ice to get interactions to the level of being friends. I wouldn't put that on 22i's list of priorities though.
