Everyone is praising the show, and I did like it a lot, too (being a fan of the director and having looked forward to the adaptation for a while), but your suspicions are partially right. It's not ultra low, but the animation is kinda on the economy side. I'd say it looks better in screenshots than it does in motion. Plus there's something about modern JC that just makes all of their shows look a bit bland.
But it's still brilliant, so go watch it now.

I think that's fine, he only had 12 episodes, and he couldn't really get to the chapters where said moments paid off, they would've stood out without purpose. I like it when the anime does its own thing and doesn't just adapt the source by the letter, this way we have two things that can be enjoyed in different ways. The comedy minigun that is the GA anime, and the more insightful and melancholic GA manga.

I've looked through the script and it's not terrible enough to warrant a re-translation. Sure, some changes mystify me to no end - not quite localisations, and not incorrect in context, but just puzzling; and a few lines here and there were incomplete, but it's alright, definitely far from Jennifer bad, thankfully she was only supervising, and Ian did the bulk of the work and he's alright. Far from Stella bad, either.
