His shadow clones have shown that they all have their own will and refuse to just be thrown into the grinder uselessly. They probably refuse to do his paperwork for him. And even if they did he also experiences all the memories and exhaustion when he dispels them so it'd probably knock him out cold if he did.

Because it diminishes the office of the Hokage if their leader can't be bothered to do his own work. Plus, Naruto wanted to be hokage since childhood, he can't just leave it up to a clone.

It's not a practical reason, it's an emotional one.

If the tiredness and emotional state accumulate with the clones, why not use them to take a break for a couple of seconds to replace a full length sleep/rest period.

Because the net gain of energy from all the clones resting probably doesn't outweigh the accumulated energy drain of maintaining multiple of the most advanced clone jutsu in the world. Reminder that the average ninja considers it incredibly hard to maintain a single shadow clone because it's such an advanced technique and Naruto can only pull it off by dipping into his unnaturally large chakra pool.
