SEELE's adjusted plan required Eva-01 with its S2 engine, the Lance of Longinus, and the MP-Evas.
Its not stated how many MP-Evas they needed, but they express that they wished they had more than 9 before starting, but 9 is sufficient.

Originally before Eva-01 got an S2 engine, the end goal of SEELE was the same plan but with Lilith's body in place of 01.

That is why SEELE was angry at Gendo for having the Lance chucked at the moon, and when they realize Lilith's soul was extracted into Rei.

Their scenario got hard-countered because Seele had a pilot with an eva with a spear waiting to interrupt it. Gendo and Fuyutsuki speculate about what Seele is up to on the moon, they don't really know, so none of that is accounted for by the end of the movie where Gendo's saying his plans are only a little bit away from being realized. Also because 14 years isn't any little bit, Gendo doesn't sound like he anticipated 3.0 at all.
