It would have still turned her into a which that was worse then Walpurgis. Only way to fix it was to change the system entirely IE generating pressure valve enemies for magical girls to fight an then yeeting the mahous out of existence when their time was up.
That assumes there was a winnable scenario. Homuras weapon options are whatever practical items she can steal/forces she can rally in the time provided. She spent a century trying to get the bitches to not suicide themselves in preparation for the final fight and the time they hands down won the whole purpose for her existence instantly became a world-ender witch.

Honestly the wish thing ruins the anime a lot. Having something as big as that, you would think about it a lot and ask for something intelligent that solves more than a problem at once. Madoka’s wish was very intelligent, because it made the life of mahou shoujos easier and saving a lot of people. By simply using the wishes better, all those deaths could’ve been stopped. Homura doesn’t act intelligent and approaches in a way that makes you think she isn’t someoneyou should trust. Think about it: Homura approaches as a friendly person and tries to be friend with Mami and Kyoko. If in this world Sayaka decides she wants to be a Magical Girl, Mami and a friendly Homura give her advice. That’s it. Like that, we can prevent Mami’s death in episode 3, defeat Walprugi (or however its written) and Madoka doesn’t become a magical girl. And yes, after so many retries she would’ve eventually figured out how to be social on her own.

Its an uber witch. where other whitches have paper craft monsters working as servants she has shadow realm magical girls. I think its implied she takes the souls of magical girls who fail to stop her since some of the shadow girls are shown alive being saved by the Madokami. Shes still just a city ending power though, and Madoka going witch had the Incubators wright of earth as a whole.

Kyoko is a greedy slut, she would work with Homura to secure a big city full of witches. she doesn't need to be a good person, she just needs to fight walpurgis to get more seed or whatever she wants, then Homura can just kill her when they finish.
