Most stand users introduced after Part 3 could, granted they at least have some window to use their effects on Dio. Just look at shit like Bad Company and Super Fly, there isn't much Dio can do about being petrified or having a toy-sized soldier sneak up on him and fire an RPG into his face

Even if they can attack from outside of his effective range, they have to be able to hit him and kill him in one or two hits or he'll just time stop and close the distance. DIO's great at not staying down, so you need a long range instakill attack.

The thing about DIO isn't just that he can stop time momentarily, it's that on top of being able to stop time he's also a supernatural freak with several esoteric vampire abilities, which include superhuman sense, reflexes, speed, strength, and durability. Catching him off guard is pretty difficult unless you're Polnareff that one time where he somehow snuck up behind him while crippled and jumped at him and even then he's liable to just stop time if he isn't immediately incapacitated.

For real. The goal and mechanic of getting the arrow before Diavolo to unlock the true power of a stand makes more sense than Jotaro developing time stop just cuz

Pillar men and the original vampires are just so underutilized in the bigger Jojo picture, considering how important they were. That, and Hamon, theoretically rival the arrows in power.

Also why didn't Dio use his eye beam power on Jotaro when he stopped time instead of throwing knives and shooting guns
