Fate in general is because it has multitude of composers building on top of each other. UBW had a dozen whilst HF had 1 who was Kaijura. On the matter of HF it really isnt that different if you exclude generic Fate tracks like Emiya etc

Madlax, Noir and El Cazador all have some great tracks.
Not really sure if this is bait, but hey, I'll bite. There are currently 3 god tier anime composers that sit above all else. Yuki Kajiura, Hiroyuki Sawano and Sagisu. The reason people think Kajiura/Sawano sound the same is because... that's just their style. The average anime composer doesn't get a lot of requests for OSTs, so you don't get exposed to their style as often. Listen to the BNHA OST, and then go listen to the haikyuu OST. Sound the same? Well that's just the composer's style.
What can infact happen at times, is the composers go through uninspired periods. Kajiura's HF1/KnK OSTs were fucking godly, but the HF2 OST for example was super generic. Whenever Sawano gets called for something that isn't AoT, he usually puts out something mediocre, but when it's AoT he shows up and delivers - seriously K21 (AoT s3p2) is probably a top 2 track of the year.
Sagisu is always a god whichever the anime he works on.

Hell most music bands commonly used in anime sound like they only have one song. most of the stuff from FLOW and asian kung fu generation is basically interchangeable.
