Araragi knew he was being sorta petty there, just like at the end of Neko Black and the end of Owari2 where he said his intense affection for Hanekawa was tinged with the antipathy one might have for a rival. Hanekawa saying it was okay because Araragi was actually dense, he even tried to run away from that for the Tsubasa Cat commentary. It's no wonder Cat is so sardonic in her reaction to him trying to wiggle out of it again. Even worse because he is trying to act as if he is monogamous when he has feelings for all three, Cat, Bat, and Crab. It's just that Hitagi won't bother holding him to account for it, and Shinobu stays as far from Hitagi as possible, something you shouldn't really do in a polygamous relationship which this IS, whether Araragi admits it or not. Tsubasa actually talking about it without holding back makes him recoil since he has to face it, so he says that line. He might say he regrets it, and that may be true, but let's face it, the dude has quite the nerve to try to turn the tables that way.
But we all know Nisio is setting up some rivalry stuff down the road. That's why he is not letting this ship die. Hitagi and Koyomi could get married, but this twisted love square will still be in effect.
