make her good in genjutsu, not a shitty Tsunade copy. Then have Sasuke almost kill her instead of naruto saving her, so she gets over him. Ends up with Sai and a decent pair of tits.

I'd sideline or kill her. You shouldn't bend everything around a character to make it 'more relevant', the character should serve a purpose which is what calls them into existence. Trim that fat.

She's fine through to just about the end of the chuunin exams. Maybe make Ino come off as just a bit more of a legitimate threat to some of the others in the tourney so it doesn't feel like Sakura's vying for mediocrity as much.
After she gets knocked out of the tourney, it makes sense that she'd get mopey with everything going on with Sauce, but it hemorrhaged away most of the set up for character development she got during the forest of death. Have her go to the hospital and not see him there like she does, get mopey, see Lee pushing himself, and from there toughen herself up and then rush out to go train; something like "even if I can't help out during the rest of the exams, next time my team needs me I'll be ready." Instead of Ino having to point out that she should be cheering for Naruto too, have her actually do it even though she's clearly nervous, and Ino remarking that it's good that she's finally stepping up.
It probably couldn't be fit in during Naruto's training there, but Sakura needed to be the one Kishi used to show how clanless people that aren't getting help from their teachers learn techniques. Sasuke straight up tells her to go learn a technique at one point, and she never does. If anything, she should be the type that's studied several different things and usually keeps deterrents in her opponent's way to make up for the actual combat skill gap until she gets the upper hand, rather than HULK SMASH from the get go of part 2.
There's no way she wouldn't still get kidnapped by Gaara, but she could maybe show off a technique on one of the Sound/Sand chuunin they encounter before getting got. Then just stick with her being out for her own progress rather than always looping it back to Sasuke. She had the basis to be alright at that time, she just gravitated back to being a satellite character way to hard beyond it.

Have her be a descendant of the First Hokage and coasting by on status alone like a reverse-Naruto. It's only when she has to take the field that it hits her just how big the shoes she has to fill are both legacy-wise and socially.

Do some maybemaybemaybe ship hinting by having her train with Lee. The only way to be relevant in Naruto is to be a hax battlefield power and her biggest asset was her retard strength. Adding some finesse and styling to it would be tight.

It's hard. Considering the whole story after the timeskip revolved around Sasuke, the best they could have done was making her actually outgrow her nonsensical crush. Overall Sakura was pretty unlikable from the beginning. Doesn't help she didn't really grow as a character.
