A lot of it has to do with how effectively production or management works than budget so I've heard. The production for this must have been pretty fucked, and they probably had their bottom tier animation team working on it. Even for a low budget mobage adaption, the animation was pretty poor. Forgive me for bringing it up yet again, but this is the same studio that did Space Fishing and I don't remember that anime looking as bad.

It also looks like they're mostly the same characters that turned up in the anime. It makes it better than Million Arthur where a huge amount of the art is based on characters that aren't in the anime and suggests little of the popularity carried over.
