He can still interact with objects/people if it was in the prediction. He can't manipulate things otherwise, that's why he had to donut Bruno after he exited his ability, because it wasn't predicted.

GER is sentient, and it (probably) knows what overkill is. Probably won't send you to a fate worse than death without knowing who you are, and it's still a powerful punchghost that could easily deflect a bullet or a human

those under the influence of king crimson will continue to act out any events that would have occurred in that period of cause erasure, and they will be in whatever position they would have been in, as if they had carried out their actions outside of king crimson, yet nothing they did has any effect on Diavolo

Imagine King Crimson's time erasure like a dark tunnel. You walk through it until you are other the other side, but you can't see, so you don't really know how you got there, or what happened inside.

There's more to it than just memory (although that is a part of it). Some reality bending has to take place in instances like you said where objects phase through him. The way I see it is that Epitaph sees the prediction, and KC removed any trace of Diavolo from the prediction. Effectively, during the "erased time", Diavolo does not exist. He can also pick and choose what bits of the prediction are erased or not, which is how he was able to fence Narancia despite it happening in erased time. During the 10 or so seconds, Diavolo basically controls reality itself, as far as it applies to his body.

Because he explained it like shit. KC has 1 ability that can be dissected into three steps:
1. KC can see ten seconds into the future. Anything he sees cannot be changed
2. KC causes everyone to lose consciousness except for him and his user for the ten seconds while he gets to do whatever he wants. He does not interact with the people around him as to not disrupt his prediction.
3. Within the ten seconds, he is able to erase any amount of time. This is how he phased through the bullets.

he erases time in a given period so that it doesn't exist, everything that would've happened afterwards does however - someone fires bullets at Diavolo, Epitaph tells him when the bullets will hit, he erases that part of time, the bullets go past Diavolo and hit whatever is behind him

it's overpowered not necessarily because of the time skip but because whatever Epitaph predicts is 100% true, it's like reloading a save with slightly less context, so both KC and Epitaph are fucking ridiculous - Araki had to give Giorno an asspull to counter it

The simplest way to make sense of the ability that during erased time Diavolo becomes a specter that can't interact with the world, thus "freeing himself from fate", while the rest of the universe is locked on a set path and will forget the 10 seconds passed.

The ability makes sense in a vacuum that way, the big inconsistency however is the instance of Diavolo actually interacting with Trish and the Fortuneteller in erased time. Therefore-in conclusion-thusly Araki is a hack.
