It's simple you dumb fuck. Epitaph can predict the future, but can't change it. When KC skips time, everything that occurs within that segment of skipped time still happens, but no one remembers. It's like when you get blackout drunk, things still happened in the timeframe you were drunk, but you don't remember anything within that timeframe. You only remember the beginning and the end, nothing in between.
I will admit, KC would have been better explained as a form of memory manipulation rather than a time skip. If KC had true time skip abilities he should effectively be able to "delete" a segment of time along with all its outcomes and effects. Either way, it's still not a very difficult ability to understand.

Araki's explanation is decent, but I'm gonna try my best to explain it myself. Diavolo has a main stand, King Crimson, and a substand, Epitaph. Epitaph has the ability to see 10 seconds in the future, a pretty simple ability. King Crimson has the ability to "erase" 10 seconds at most. Now, what does "erasing time" mean? Basically, Diavolo activates his ability and the world around him enters a very bizarre state in which everyone unconsciously acts as predicted by Epitaph while Diavolo is free to do whatever he wants and nothing able to harm him or interact with him in any way. When the ability is deactivated, no one except Diavolo will be able to remember the 10 seconds skipped.
