it's not even that, but just the story and character development was so much worse than in Part 1
Kishi's editor fucked him up by not allowing more Zabuza-missions before the Chunin exams. Then the Konoha 11 would be more developed and become actual characters which allow more room for expansion in Shippuden. After the timeskip, the stakes are too high for side characters with little development to play a big role.
Is this actually true? Why do people let editors come in and fuck everything up
Jiraiya is a terrible teacher. Literally goes to spy on females while naruto tries to do the thing jiraiya shows him literally one time.
I like to think he got too strong for Sasuke to deal with so he had him learn almost nothing during the trip
despite Naruto being gimped most of the time while Sauce always learned cooler shit, Naruto was always stronger than him

Not more clones, just more tactics with them (though he already did that so yeah). It was just Odama Rasengan, a bit more general competency, and a tad more control of the Kyuubi with up to four tails of access.
I think he fucked up by making all the characters suddenly either good or bad.
In Part 1 it was more conflicting. You were constantly asking yourself questions like:
Is Kabuto actually a good guy?
Is Neji a bad guy?
Is Gaara actually a good guy?
etc
In Part 2 it's really just a clear evil vs good which makes it more childish.

This is about it. Even in part one the Gaara showdown and the Sanin fight are let down moments where the attempt to up the stakes fails.
There's a balance. Lots of series fizzle out with poor mission-of-the-week arcs after a strong start. The Chunin Exams did propel Naruto a lot. But maybe after the Tsunade arc would've been a good time with Sasuke and Kakashi injured and Shikamaru a chunin. Basically what the anime filler arcs were but with Kishi's touch.

Part 2 was after 5 years of creating this stuff week to week with constant editor meddling. The results of that might have been quite good, but it surely burned him out. Bleach also went to shit after around five years. Togashi ended YYH due to this 4 years in. Weekly manga is a stressful job.
That's not true. You already have people sending water dragons at each other by Zabuza fight, dolls, magic eyes, and control, giant snakes and toads in Chuunin exam... I think ninjas in Japanese pop culture are just different than in Western one.

Most interesting characters were introduced and developed in part 2 so no its not so much better.
I loved the obito plot twist and finally knowing Kakashi's past was good.
Pain is a great villain, we got to know more about itachi and the Akatsuki.
Sakura became less shitty and Naruto became less annoying and stopped being used for fart jokes.
The fights were Kino.
Garaa character development was great.
Hinata developed also and knew how to overcome her anxiety and be open more about her feelings.
Maybe that arguable but I thought Sasuke development was handled well and realistically, because no normal human being will just turn back good after all the shit he has been through.

Part 1 plagiarized Hunter x Hunter. Togashi being on hiatus meant that Kishimoto had no more material to rip off from, resulting in quality drop.

This, sasuke needed to be flashier and more impressive than the two so Sasuke can catch up and not look like the underdog sonce Naruto was always a more powerful ninja. Sasuke as the rival had nothing on a half demon powered superhuman so they added more mystic eye hax and better ninja skill to fight a ninja who if written at his best would literally power bomb him to oblivion.
The proof is in the characters, plot, and premise.

It's wrong, he had less Kyuubi control because Jiraiya fucked up the seal he risked going berserk with four tails. The only things he really learned was summoning a shuriken which he did all of once and Oodoma Rasengan which is fucking useless. Jiraiya training was the biggest Kishi's fuck up at that point, thankfully it was beaten in the following years.
He never intended to create "Konoha 11" in the first place, the other missions would feature teams from different countries. And they were alrgely developed quite well by the end of part II, it's really Ten-ten who's a non-character.

There's a world of difference between DB straightforward fighting tournament, and Naruto/HxH type exam which measures your qualifications for a position, testing your skills, ingenuity, and even psychological traits.

Kakashi was one of the first characters. Then Sasuke and Sakura were added after editor thought it wasn't interesting enough. Then Land of Waves happened and Kishi wanted to continue with the formula adding "three-man-team+teacher" squads from other countries, but editor told him it was too slow and that he should do the tournament arc. Then when he started liking the idea he was told to create Orochimaru and have him interrupt it. If I recall correctly, that's how first 100 chapters were created.

Sasuke was a great character up until the Itachi reveal, so it was a good choice for his creation and inclusion.
That's probably for the better though. Part 1 turned out to be really good, it's part 2 where the fuck ups started to happen too often.

It was never confirmed in any interview I believe, but I think it's quite obvious Kubo intended to have more small arcs before SS came, but it ended up stopping WSJ rankings and building the series popularity.
Given he, for the entire run of the series was always either #1 or #2 in popularity, yeah it was worth it.

That's not really true. Naruto did nothing of note in Gaara rescue arc prior to resurrecting him (he killed fake Itachi but only after he was set up by Kakashi, he wasn't even able to overcome his genjutsu), was more trouble than anythig else in the Yamato/Sai arc, only defeated Kakuzu who was two hearts short after getting saved by Kakashi and Yamato (the star of the arc was Shikamru). He also didn't do anything in the next arc. In fact, he didn't get a real big victory post-TS (or really post-Gaara) before the Pain arc. His uselessness was often mocked by fans. I recall one translating group changing the name of the manga to "Sasuke" once.
Mostly dropping popular characters from part I (aside of Shikamaru and Gai they would join missions and do nothing during them), too much Sasuke and Uchiha wank, and plot armor were the most popular criticisms before I dropped it. Plus people hated Pain's arc ending.

I never got this notion of so called uchiha favortism.Sasuke being heads and shoulders was par for the course for being the main leads rival, but wanked? Sasuke almost got killed by characters that are beneath him and plot relevance and needed constant help and assistance in battles and plot development to even do anything next, Naruto is the wanked one as he's been building up his simple movesets to buff himself to low kage level since the kakuzu arc, oh and he basically out badass'd every ninja in the series including Sasuke in the war, to the point Sasuke turned into the underdog.

I think this is how all writing should be, which I mean to say is that the author should give and receive ideas on how the story should be and how it will be integrated. It also stops everyone from hating the author because he could at least claim it was only partly his fault/was out of his control
Part 2 gave us Akatsuki, Obito and Madara. Best characters. Part 1 was boring.

Obito had a strong emotional connection with Kakashi and the anime version of their fight was the best in the series. His past self was literally Naruto so him getting talk no jutsu'd at least makes sense because although he wanted to remove suffering from the world he was also obsessed with the past and was actively trying to maintain his past self the entire fight. His motivation was also best in the series, he refused to accept that the world was required to be shitty unlike Pain who thought cyclical suffering/peace/suffering/peace was the best and only option. Not very godlike to think your solution has to be based in the existing framework of the world. Even Hashirama thought more outside the box than Pain did.

Yes, Naruto started being handed free gifts since around Pain, but before that he was quite useless. But when Sasuke first he was shown to be leagues above him. Then when we got back to him, he kills Orochimaru. Then Deidara (through major plot armor intervention). That's when Sasuke hatred really took off. And that's why people loved Mr. Host fight, because he's finally getting his shit kicked in. And I fail to see how someone can fail to see Uchiha favouritism, increasingly everything in the story started to be about sharingan and Uchiha with more and more powers coming from it and historical signifacance.
