They need to raise the wage of an inbetweener high enough for them to qualify for a work visa. They pay them so fucking little you can't legally stay in Japan because Japan doesn't legally consider it a real job. Otherwise they'll just keep paying remote gooks/chinks/seamonkeys. It's not sustainable.
What was once a steady pipeline of artists that cut their chops doing inbetween work and then worked their way up the ladder is now a merry go round for foreign temps that never progress beyond contract labor of the lowest quality.

This. Animation might be strenuous but it's something anyone can do and there is no need for any talent.
It's like cleaning, since everyone can do it, it's a job that must be kept at a lower wage, otherwise, people who has a talent might be tempted to disregard it in favor of doing something that's easier and earns you more.

Their “talent” is in their 3DPD voices too which would be largely worthless if they weren’t trying to turn anime into an audial medium and trying to sell albums instead of improving the visual one it is. Spend a quarter of the VA budget on more talented animators and you’d sell at least twice as many BDs to people who actually give a shit about the medium.

a more accurate thing to say is that animators are "replaceable" and thus not as valuable as someone like a VA or director. if you replace an animator, nothing really changes. you just get the next in line. if you replace a VA, a lot can change. this drives down their market value. it still takes skill to animate even inbetweening.
there is a surplus of animators because more people want to be artists than the marketplace will allow. so instead of having the irreplaceability and marketability of an actor that guards against something like the lowering of wages, you're just a nameless face that can be removed at any time if you get uppity
