For this episode in particular, they added some natural feeling filler that worked well (showed Zoro's arrest, showed Usopp peddling). But in general they can't fix the pacing, you can't consistently stretch a chapter into an episode.

It really depends. This arc was a whole going on at the same time, and Oda has purposefully left a lot only alluded to to speed things up, specifically saying that the anime can go into more detail. Fights in particular, should be longer.
I mean it's not like Kawamatsu is shown with them so it's not officially meant to represent all the Scabbards together (even though theorists will have a field day with it)

Dropped out at Punk Hazard and popped in randomly, started watching weekly again around the time Luffy beats Cracker. I'm pretty sure there was an increase in quality around that time, I'd say only 1 in 3 episodes of WCI annoyed me as opposed to every fucking Dressrosa episode

Doffy didn't live up to his potential and it would be a understatement to say he overstayed his welcome.
Because she's a relevant character still, and she is in Wano. Fucking Gyukimaru is in it, the scene selection feels really weird.
Sadly, WCI was a retrieval arc that just so happened to be connected to a yonko and it had 78 chapters and that last chase/kata battle was 30 chapters long. Because Big Mom didn't lose there and, of course she wouldn't, Oda needs to to combine two yonkos losing here unless he plans on having them revisit WCI which I doubt.
Its why I feel miffed that we're gonna be stuck in this prison for awhile as they need to step up so much shit to accommodate a roster that is even larger than Dressora which was huge.

Having both of them fall here is more efficient storytelling. They gain some powerful allies in Wano, and being involved in the downfall of Big Mom will give them Straw Hats more clout among the giants going into elbaf.
What if I told you that most of the target audience does not read it weekly, and the author has taken that into account?
Good thing that whether or not something is a "slog" is subjective because I greatly enjoyed reading it weekly.
Dressrosa started as a normal arc, with a bit more storylines than usual, and it spiraled into the 100 chapter behemot it is. WCI had as many plot lines, but the objectives were less definitive, so it could be shorter, yet it was still almost 80 chapters long, without even having 1 v 1 fights like Dressrosa.
Wano has like double the plotlines in those arcs, and many of the things that have been set up haven't even come into play. We've barely even seen Kaidou's crew, we are still in act 2 out of 5, and this arc can't have an inconclussive ending like WCI did. In fact, it has more to close since Big Mom is there too.

How would that even work? You'd have to cut entire plotlines, and they can't just leave the story altogether. At most he could have rushed through the Fleet's fights so that it took 10-15 chapters less (I don't think that much is possible), but that isn't significant.
There's no way this could happen without everything being rushed to hell and back and nothing having any emotional impact whatsoever.
Wano is spread over 2 weeks and counting so the anime has a lot of time to use filler

Let's be real here, shonen time lasts for as long as it has to. Fights in Hajime no Ippo will make 3 minutes rounds feel like an eternity with inner monologuing for example.
Underrated and gets too much flak for being "too comforting" when the song sets up the second half of itself to compliment the more serious, dark tone stuff but at the same time keep One Piece's spirit like when the song goes YAY with the Impel down guards and then finalizing with everyone facing each other down at Marineford and lastly Luffy and gang falling down to them.

The toys are essential to Doflamingo controlling Dressrosa, Luffy fucking things to the point were Doflamingo has to start the Birdcage, and Kyros' story, as well as Usopp becoming well known as something else than Sogeking and boosting Luffy's popularity so that he can get supporters for the fleet.
"Rebecca and her pals" are the heart of the arc. Removing her would be like removing Vivi in Alabasta, Nami in Arlong Park, Robin in Enies Lobby, etc, which makes absolutely no sense. Her story may not have been executed very well, but the arc wouldn't work without her, there's a reason she was so prevalent.
Without the Birdcage the arc wouldn't have had a conflict beyond Luffy fighting Doffy, on an inhabitted city. How would all the fights develop over a city that's lived in? Every arc separates things so people aren't living where the fights ocurr, but without Doffy outright choosing to attack his people, you need something else. And the Birdcage is just what we got, a similar plot device would have been used regardless. Oda wasn't just going to have a Davy Back Fight and end Doffy's saga with lower stakes than fucking Fishman Island.
We Go was excellent... for the reunion and maybe like the first half of Fishman Island. It definitely stuck around for far too long, though, and eventually that shot of Hody glaring ominously at the viewer just became a constant reminder of how utterly Toei botched the landing of that arc by seemingly refusing to accept that the New Fishman Pirates were never on Luffy's level and were specifically there to demonstrate how much stronger he and the other Straw Hats had gotten.
...Of course, for anyone watching the simulcast it was even worse, since Hands Up didn't get put on Crunchyroll until way later, thus extending what was already the most overused opening for another year.
But as time has gone on and I've gotten some distance from it's infuriating overuse, I can acknowledge that We Go was, indeed, excellent.

I still think it's overrated. It was hyped as the next coming of We Are, and it was far from that. We were coming out of a long string of fantastic OPs (Share the World, Kaze wo Sagashite, One Day and Fight Together were all amazing), and We Go just went down a whole lot.

Hell, would you imagine that someone with the powers of the "String String Fruit" would be able to control people like puppets n the first place just from hearing the name? It's such a goofy argument when there are plenty of other Devil Fruits in the series that have a plethora of versatile uses and abilities that are essentially crucial to the story progressing the way it does. Its ultimate purpose was to instill fear, suppress and subdue the people threatening his head.

Kill Vivi and let Nico Robin manipulate the events for them to end up in Alabasta. Most of the journey there was Luffy doing what he wanted or dealing with consequences of doing what he wanted. I'm pretty sure he's done that several times. Like the other two candidates for Admirals showing up first in the SBS and then being the canon story post-timeskip. I think all of the Scabbards will end up getting key moments to shine via the war on Onigashima, whether it be through solo or group battles. Oda has been hyping them up too much for them not to get their big action moments to shine.
Though I will say it's weird that four of the Flying Six still have yet to be seen. Aside from the All Stars they're the most important powerhouses of Kaido's crew and will be the big hurdles to overcome in the war. I really hoe they get shown off soon.

It's far from a hard rule. EL ended after 440, PH that kicked off the giant saga we're in and that marked the start of the New World started on chapter 655.
Also, compare where we are in Wano right now to where we were in Dressrosa after 40 chapters. In Dressrosa at this point, Sugar was about to be defeated (setting up the running portion of the arc and the finale), half the strawhats fucked off and we only had two somewhat important characters left to introduce (Kanjuuro, Manshelly). In Wano we're still a week from attack on Onigashima, Neko and Jinbe still didn't arrive, we don't know 4 out of 6 of Kaido's second tiers, Apoo wasn't seen yet. Not to mention all the other stuff we can't really place anywhere at this point (Tenguyama's ally, Kuri thief, Denjiro, Kyoushiro, Gyuukimaru). I don't think a final battle with Kaido will start by the time of the chapter 1000.
