Basically that, yes. It's sort of like "Oh ho ho, really?" Mostly it's something that older women will stereotypically say, generally a motherly phrase, so it's not really easy to translate that strictly into english.

"Hora” seems to be a word in the Japanese slang Jisho which is a cutesy way of saying “look” or “hey”. That's the definition google gave me.
Beats me, but I think it's japanese to english since the spanish one actually translated Yoroshiku.

That's the general gist. It's one of those ones that has no single translation that fits all uses, but there's no real value to keeping it in Japanese, so should be translated according to context.

Don't have the time, don't give that much of a damn about this title. Also my Japanese isn't quite good enough to reliably translate. And even if I wasn't anywhere near good enough, that still doesn't mean idiots who think it's necessary to leave a word when a perfectly adequate translation does exist are in the right to do so.

Sorta. Neither really has a fixed meaning, and there's probably going to be a little overlap between them, but they're not the same.

Ara ara is more of an observation reaction while hora hora is more of a goading statement.
