They did it irl with culture, I don't see why a magic system, or more likely, multiple magic systems, would be too farfetched. In fact, a bunch of different ragtag magic cabals that squabble but also work efficiently together when threatened sounds EXACTLY like the sort of thing America would have.

By "ragtag" I mean their magic system is younger and less refined than older magic systems, not that all of these cabals are poor
