Even if he started moving his finger before the bullet arrived, pressure waves would have cut his finger just around the same time the bullet goes in his face, or he might succeed in touching it then lose his fingers as he won't have enough time to exert pressure on the bullet to change it's trajectory, similar to suddenly being pushed by someone

Don't expect to go into some super brain mode where everything slows down for you and you can logically think about way out of a life threatening situation, it's more of a reflexive response to severe thread and muscle strength limit unlock.
(Your muscles can generate enough force to damage your own body so unless there's severe threat there's a limit of how much strength you can exert)
