There are a lot of individual pieces of animation within those frames, and it also changes towards the end, which is better than what you'd see in most anime, especially for its time.
Actually that season was pretty stacked too, if it was in a more dead season it would have been the best selling overall probably. Index is still a very popular franchise, which is probably thanks largely to how much content it continues to get.

People also claimed FMP IV flopped when it was selling 4 episode boxsets and averaged over 3k with them, which worked out to selling better than HeroAca over that time period comparatively.
