Sailor Moon just had a great sense for aesthetic, nothing expensive about it. In fact, the most stylistic anime are usually the low budget ones. And you still get stuff like that, you just need to watch more anime.
I'm kind of curious as to why stuff like Precure still does the "A year's worth of anime, with maybe 15 good episodes" instead of maybe doing one cour per year and making it HOT

user, it's a long-running kid's series. They aren't going to stop it for three-quarters of a year, that would kill it. They also wouldn't be spending four times as much money/time on it even if they did that, the company would just spend that money/time on other projects instead.

Perfect, hand painted cel animation is very expensive, much like quality 3D animation is. One reason we don't see either.

These threads are pretty frustrating to say the least. People aren't even pretending anymore. They seriously consider slideshow Sailormoon to be good looking. Or for different outfits to be an impressive feat, when literal bargain bin budget anime like Colors had the characters sport 2 different outfits per episode each.

Most of the people who are adamant and obnoxious about "how much better old anime is" aren't even nostalgiafags, they're teenagers who just started torrenting older anime and think they're cultured. A lot of people who grew up with anime for the last 20-35 years understand that the actual quality of anime's been about the same for the past 40 years, even if trends have changed.
I do know a guy from 1983 who always rants about how much better 80s and early 90s anime were, though he's mainly referring to the OVA and movie scene.

It's a nostalgia thing, like an old intro stuck in your head. It brings back childhood memories, I doubt any really give a shit about cel vs digital.
I've also no doubt that this boards majority age group will be cursing motion capture anime 20 years from now, and singing the praises of good ol' CG and how it took effort.
Personally I prefer the audio noise of the time. Nothing like a scene which is supposed to be completely silent having a slight buzzing noise, just as the director always truly intended.

Fuck off, even if it were CGDCT the genre wasn't properly established until Azumanga refined and popularized its tropes. Therefore, anything predating Azumanga can be considered proto-CGDCT.
I liked the old hand-drawn backgrounds that were a bit rough-around-the-edges due to the use of watercolours and sketched lines. In general though the impression I get is that a well-funded modern anime is a bit too clean and smooth, while a badly-funded modern anime tries too hard and doesn't resort to various tricks to minimise the amount of animation work they have to do, and conserve their resources for more significant sequences.
A lot of what people perceive as 90's style from any of those retro shows that aged well had a lot to do with artistry and skills.
Sailor Moon had some clever bg simplification and a great director overseeing it. That kind of stuff takes a great eye or some experience. The industry is going through renovation, new processes, new animators, a good part of the staff is too green. One thing that really makes a difference is the number of seasoned old farts in mentoring roles, to make the best use of the tight schedule and the available team.
Honestly I'm not sure we can say it is better, but I love it so much, the unnatural colors have a great mood to it and usually match the manga very well, the grit also gives everything a certain down to earth feel that is completely lost in the ultrapolished era.
I'm sure it can be done, it might just be a matter of time for the people who like that style to reach the right positions.
