No, it's both. There was no reason for the fight to happen between them besides "it would be too easy for Kuroko to find an empty car and move on" or maybe "I made this group of misfits, maybe I should use them". The twins in SS3 served a purpose in fleshing out several other characters, the antagonist's organization and character dynamics. Literally nothing happened in Kuroko's fight.
