No based off his conversation with bird guy. He was disappointed with himself instead of escaping from its talons, and even said something like just you wait, I'll get stronger when bird guy said he isn't even strong enough to challenge the best monsters. Then he straight up fell asleep.

Saitama wasn't going all out against either Boros or Garou but he had a very different mindset in either case. He never saw Garou as a monster, just some guy who is actually good inside playing pretend, his punches were to knock sense into him, whereas with Boros he had no intent on allowing him to live.

I'd also like to remind people that Boros took this casual intending-to-kill punch and actually recovered on his feet, Garou took a friendly punch and had to climb out of rubble.

Boros is much more powerful than Garou. Technique wouldn't be enough to overcome it, he' d have to evolve yet again and reach a new level.

Bang and Bomb would shit on him like they just had done. Swinging the tree was nothing, as both of them were just beating the sense into him. Bang can tear through Dragon level monsters easily, and Bomb is probably just as deadly, not to mention they seem to have a great coop practiced for decades - only post-Darkshine Garou would win.
