As someone who collects cels, it's really hard to say. There are fakes out there. There was even a Ghibli cel Mandarake had up for auction or sale, and they had to take it down after people raised questions about its authenticity, so even the stores that deal in these things aren't infallible.

I don't deal in anything of high value unless there's a lot of documentation explaining the trail of how it got from the studio to the dealer.

I'm glad I preordered her, since as far as I know Nintendo characters scales never get reprints, and considering how popular she is, I was expecting her to go up in the aftermarket, but certainly not more than double her price. Mr super clear doesn’t really do that much damage to plastic. If you want to hide the nub marks you want matte coat.
You will probably jam the joints if this is your first kit.

and you should go read about different paint type like lacquer, enamel and water based acrylic.
You might want to practice those on some cheap Gunpla first.
