It’s a comedy spinoff, it’s funny but it’s not canon. Canon Tonegawa is a murderer and arguably more evil than Hyodo, spinoff Tonegawa is just a grumpy Dad.

I actually thought Spinoff Tonegawa could still realistically match Canon Tonegawa. Even in the spinoff, Tonegawa showed that he can put on a show and that he also doesn't think highly of debtors. Plus he literally does anything the boss asks him to, even when he disagrees with him.
So it's not hard to imagine that he didn't give two shits about Kaiji at the start. Tonegawa being a good person to his employees doesn't mean he's going to be a good person to everyone, specially not to someone he doesn't see as having any sort of value.
