He's a plot device, not a character

I think he has a lot of interesting personality traits that differentiate him from the rest of the cast. Going SSJ Ultimate was interesting, but didn't really go in to his motivation enough - he was super speedy against Frieza, it didn't make sense for him to trade all that in.

But he is definitely a plot device. Especially in the video games with the Kai of Time.
