Their relationship is a kinda flip on all the others because Katsuragi is the passive one most of the time instead being a proactive dating sim savior. Also she is the only girl he feels genuine emotions towards.
Yui arc was the peak of the series man. Yea Forums melted from that.

I feel like Keima's romance with her is/was a commentary on the "fantastical romance" that people are so hypocritical about. They fantasize about the plain jane/vanilla protag getting into hijinks with a technicolor population, but they hate to see one of their own as the other side to that two-person romance. I was personally rooting for the sadist sensei, but when you look at it from a character's perspective, Chihiro's "romance" is the only one that moves away from Keima. She's a real person; she lives in the world and has her own direction to take (which she does). Every one of the other girls somehow revolved AROUND Keima.
Which makes their attraction to one another all the more cathartic. In Chihiro's perspective, she's the plain jane; he's the moderately handsome-plus-smart-yet-insufferable love interest. It fits incredibly well that their romance is built on ironies upon ironies.
