It IS his character though and it's basically the the "final boss". But he played it himself instead of leaving it to an AI, so yea "Maou" (among other characters) is definitly HIS character.
What's NOT his, however, is the world he is now in. Real life in the story was normal modern earth. The game world was a dystopian society based on real modern earth, but with superpowers and stuff, all controlled by the so-called "Great Empire". But there was no such thing as actual "magic" there (hence Maou's stats show 0 magic attack and 0 magic defense).
