They're just above Raditz in terms of power levels. Can't do shit on their own with no beings to train that could stand up to Freeza. Also not much to conquer in a universe of only 28 planets with ningen.

Goku was sent to earth alone to take it over. Isn't it said that they're meant for young runt Saiyans to go to weak planets to take them over? That implies they've odne this dozens or hundreds or thousands of times.
there's absolutely nothing that says others weren't trained for this exact purpose. They just happened to suck.
also, since Earth was the only "other" planet with dragon balls the ability to send formerly dead warriors back to their home planets was basically not possible.
heck, it was shown that in the buu saga that in order to bring someone back to life a supreme kai (or equivalent) would have to sacrifice their own. past that you'd have to personally go to an angel, the very counselors to the gods of destruction, to get resurrection.
and for those wondering about sending a live fighter to train with the Kai's, it was stated back in the Saijin saga that the biggest qualifications was literally dying in the defense of their own planet.
Earth, Namek, and wherever the hell Whis is standing at any point in time are the only places that actually have any real hope of bringing back fighters from the dead without pissing off the heavenly bureaucracy.

Android 21 is from the Dragon Ball Fighterz game, and not canon to the story yet. I say yet because I feel like eventually she will be.
In the game canon, she was in stasis, and is in fact the next version of Cell. In addition to Freiza, Cold, Picolo, Goku, etc, 21 has Majin Buu's cells. These are so strong they effectively hijack her biology and she becomes an artificially created Buu.
Effectively the story of Fighterz is the cell + Buu storylines but told better.

I think the idea is that there are only 28 planets LEFT. Freeza was probably blowing up planets left and right. It's still a ridiculous number but at least try to remember the context is that Freeza likes to blow up planets.

Apparently the way it works is that there's one "main" Kaioshin, whose life is linked to the God of Destruction's life, but more could randomly be born from fruits that grow on a tree.

There have only been 3 canon films. The rest were not.
They outright say the god of destruction job is to kill any dangerous species, in other words his job was to kill frieza, the sayians and buu, whom basically killed half of the universe.
they also said they have to create a balance too. Like a nessesary evil as well as killing threats to the universe. I like to think the God of destruction is like a Gardner's clippers, Intended to cut unnecessary branches that would endanger then plant itself.
