SEELE's goal according to Anno's classified information files was to trigger instrumentality then implant the soul of each member into one of the mass production Eva's. The human souls being instrumentality'd would be fuel for each Eva, making them into literal gods. SEELE would have turned themselves into superbeings that they saw as the fulfillment of Adam Kadom, the highest form of Human evolution.
