It's a bad series, a clusterfuck of story and characterization that isn't very well done by any aspect, but which attempts to compensate for its weaknesses by adding in excessive shipping faggotry and DARKNESS. at the end of the pain arc, Naruto had reached his goal of being acknowledged by the village and Sasuke had done the same by killing Itachi.

Everything afterward could have been skipped and maybe add a final arc where Sauce attacks the village and fights Naruto

Then the comes back to life and becomes just another strong ninja fighting in the war and then gets pardoned for all the awful shit he did and becomes Naruto and Sasuke's pal.
Either Kishimoto dropped his original plans for him or he never really knew what to do with him.

If power levels were at all consistent from the series' onset: Old Sarutobi = Jiraya = Pain > Itachi; and any prolonged fight between any two of them would only result in the destruction of maybe a handful of city blocks if taken to the absolute limits of power. The whole argument about how the resurrected Sarutobi was his "true power" is mostly bullshit. The only reason he was dues ex'ed into a god of the elements was, because if he wasn't, he wouldn't have had any impact with relation to his massively powercreeped associates present during the final fights.
