No. It's worth reading it all to read it all, not for any one in particular. If you just read it for SBR you'd be disappointed.
You should read Jojo because you enjoy it. If you don't like any of the other parts I doubt you'll like SBR. I think it's extremely overrated personally. Anyone who speedreads the other parts just to get to SBR because of the hype is an idiot.

Don't read JoJo for one part. Half of SBR's overall appeal comes from the context of Parts 1-6 before it and appreciating them for what they are.
It's only my second favorite part, but it is truly Araki's magnum opus.

I didn't mean to imply that the other parts are bad but it seems like (from other sources) this one is the series' pinnacle, like Yorknew in HxH.
SBR is good but way too overhyped. Definetly not better than other jojo parts.
if you don't enjoy the earlier parts you're not going to get anything out of reading part 7.
You really don't need to read them in any particular order since the stories are generally pretty self-contained, and especially with 7 and 8, since they're an alternate timeline that doesn't have much carry-over from previous parts aside from character names.
Many do consider it that, but it's not so good as to outshine the rest. It's really more of the same.

It's interesting how the call backs to previous parts improve the experience. They're basically fan service but executed well enough that it doesn't take you away from the story.
