I've reread scrambled eggs and I think Ichika has a good chance of being the kisser. Nino told her about wanting to kiss him but didn't do it because she didn't want to do it while looking like Itsuki. So Ichika could have wanted to beat Nino to it. All of her character development is delayed for the sake of her past reveal. Literally all of her issue comes from the guilt of the past. Solving it means she's done and can deliver nothing more to the story. People may be annoyed with the delay but narrative point it benefits Yotsuba. It ensures that she will never be irrelevant in the future. In contrast, look at Miku and Nino now. Their character are mostly done and all they can do are portrayed perfectly in this chapter:Look Fuu! Look how big my tits are! Hey why dont you look at me?
Having character development doesnt ensure you will win. Having drama that being left till the end of the story does

Miku usually does this by being very straightforward or by casually snarking at Fuu or others at times (which was way more obvious before she fell for him). I mean sure, that's her end goal, but it's not the usual way she acts when she's at ease with someone and that was a part of her charm. IMO the chapter with her ""fake confession"" is a way better example of something to build upon.

I must admit the words I use here is kinda mean to her character but her finding and chasing her dream is literally the strongest trait in her character. Not to mention this doesnt just come from Fuutaro. He may inspire her but Rena, Shimoda and her sisters also play a role in this. Her turning from hostile to be on Fuu side is also nice but its kinda overshadowed by Nino, who also turns from a villain to head-over-heel Fuu
Itsuki also has advantages like Yots as her feeling for Fuu is not clear, so she still has story to tell. However unlike Yotsuba,
the bellkiss scene becomes the biggest evidence against Itsuki being the bride. Of course Negi can still hack but will Itsukibros will accept the hack just for their quint to win?

Because it's too slow. And even that probably wouldn't be that much of a problem if the manga didn't pretty much have a time limit by now. That's probably the real problem. Itsuki's dev is good, but it's extremely late for a serie that is supposed to end in a couple of months and still has at least one arc, probably more, to deal with. Negi's interview was talked about above and this went along really beautifully with those three pages I posted where Fuutarou confronted her about how he felt regarding Nino's and Miku's feelings for him, which in turn made Itsuki confront Fuutarou about her feelings on that matter
