Nen-user killers are very hard to capture and put on trial, and even harder to imprison, so there are just waaaay more unsolved murders in the setting, and sending the Police to stop certain criminals would only lead to dead policemen. Binolt and Death-Hand guy from the HE are the only convicted killers we know about and both had killed dozens of defenseless people for fun. You pretty much have to be that kind of monster to attract law enforcement attention in the setting.

I mean, realistically the only person in the Hunter Exam who could stop Hisoka is Netero. And Netero probably doesn't think Hisoka did anything wrong in that particular Exam, since the guys Hisoka killed were mostly people trying to kill him. Hisoka also mostly killed people with cards and his bare hands, which only judges with Nen would be able to realize could be used as weapons.

And then, Assassins have become naturally associated with the world's most powerful countries as mercenaries (Zoldycks) and are pretty much celebrities. So legal loopholes that let these powerful assassins operate freely is convenient to the status quo.

It's not for children and it's realistic unlike other animes

Plus, Hisoka had never killed a character who wasn't trying to kill him, until Kortopi/Shalnark. The people whom he killed in the Hunter Exam were all threatening him with weapons, and Leorio who attacked him unarmed was only knocked out. Even if you took him to court Hisoka could easily argue self-defense based on the fact the corpses were wielding swords and circling someone.

Hisoka killed those guys in the exam because he was bloodthirsty. There were guys who were threatening him, but Hisoka is the one who attacked a bunch of randoms first.

As far as I can see, Hisoka has a stronger case of self defense on these guys than Zimmerman had on Trayvon. Literally all of his opponents in the Hunter Exam were armed. And with the guys circling him, Hisoka could argue they had to die because they could attack him from the back.

It's not self defense when you're the one who starts the conflict.

We know his thoughts, so we know he was baiting the guys and let them surround him on purpose. But the guys still decided to stop to fight him. And Hisoka in a trial could easily say he slowed down to rest. The crime scene is that there were 8 guys with unsheathed swords forming a circle.

Yes he did, reread the chapters. He got a murder boner and assaulted/killed people at random, hell he even attacked at Leorio and Kurapika. What did they do to him beforehand? Nothing. The guys surrounding Hisoka were defending themselves.

This doesn't really explain why it is legal or socially accepted to kill so casually in certain settings without anyone giving a fuck, like in the hunter exam and Heavens Arena, with nen non necessarily being involved. Plus Hisoka could be easily captured by a small team of competent hunters with a plan, good team work and right abilities even if they're no match for him in a 1 vs 1, as we've seen in the Greed Island and CA against Youpi. Also Hisoka killing in self defense is filler from the 2011 anime as he's the one who starts attacking for no reason and the others just fight back.

It's fucking sad that most people here didn't even read the manga and treat filler as canon because they've been told the anime always follows the source material
