Magia Record takes place in an alternate universe that was somehow (as in no reason was given unaffected by Madoka's wish. Madoka (our Madoka from the anime) cannot fulfill her wish in this universe at all. Magireco also implies that Madoka DOESN'T want to fulfill her wish here in the first place because she apparently doesn't want to destroy the last universe where she's alive. This is extremely out of character and makes Madoka into a hypocrite.
This is the only universe which Iroha became a magical girl, which lead to her sister and her sister's friends to becoming meguca. Iroha's sister and her friends formed a cult around finding the solution to witchification. This was all caused by a butterfly effect from Iroha tripping over a pepple while going to school.

And apparently the solution to avoid witchification is DOSH GACHA DOSH TONS OF SWEET CHEDDAH ROLE NOW TO GET A GLIB FACSIMILE OF SAYAKA

the problem with the pebble is the timeframe it takes place in. Homura's loops last about 45 days. The events that take place before Homura wakes up at the hospital are always the same (since she's basically just rewinding time). About 1-ish week into the loop, Homura fights the clothes witch with Madoka and Mami. In Magireco, Homura meets post-magius Ui in her time stop during this fight. This means that Iroha tripped over the pebble and became a meguca, Iroha's sisters and co. became meguca, Iroha and co. fucked around with Rumors, Magius was formed, and Iroha lost her memories all in the span of about a week. That's a lot that needs to happen in just a week. This either means that these events happened before the loop (which is impossible since history can't change), or the time frame in Magireco is stretched out. There is some evidence that supports the latter.

Well, I might as well open the box for anyone curious about the subject. Keep in mind that this is coming from a guy who only just learned about it after playing the NA release.

For some reason, magical girls in the city can potentially not go kaboom and instead release all that taint into a controlled form. The end result is a tamed witch that fights alongside them. So stands, basically. Once the doppel dissipates, the taint is expelled and the girl's soul gem becomes fully refreshed. You get to see what your witch sorta looks like, it fights alongside you, and you won't have to worry about grief seeds afterwards. Unless if I'm missing anything, that seems like a big goddamn win to me.

Christmas 2018 just being Christmas 2017 from Magius' perspective, New Years 2017 taking place in Mizuna while New Years 2018 is the same period, but takes place in Daito, Halloween 2018 is just with Madoka and Homura instead of Karin's Halloween theater etc etc etc. Even the summer event is just 2018's but with Magius.
