Millions of people is an exaggeration, the demons would kill hundreds at most over the course of Daigo's entire reign. It's a small price to pay to keep the land rich and the people from starving.

I wasn't implying that they would go away after Daigo's reign, they just wouldn't kill as many people as you think they would. The demons typically won't massacre entire villages in a short amount of time. They would pick off a villager here and there like they were already doing in the anime and they would keep doing that throughout Daigo's time as lord of the land.

Batman's no killing rule is a consequence of the Comics Code Authority, which came into being due to puritan fears that comic books were causing teenage violence. Golden Age Batman had a gun and killed The Joker the first time he showed up.
The demons would have eventually killed everyone. Notice how Daigo didn't even gain any land and was just stuck in a perpetual war with Asakura. The demons wanted to extend everyone's suffering and create a perpetual system of (premature) death while invading the land more and more.
The worst part is when they kept saying this shit towards the end when literally the entire army was out to kill him. A lot of those "innocent" people like to claim Hyakki murdered would've tried to kill him first chance they got
