Many strong people have it, but not all; it is something that can be trained but also honed against others with stronger willpower. Displays of haki were seen before the timeskip but went under different names or simply assumed to be feats of skill and power (like slicing through a intangible man, or knowing what one's opponent is about to do before they do it).

The only one that's actually important to the story in the slightest is the Will of D - specifically Roger's.
