Touga loved her, not the other way around. For Anthy, Utena mostly saw her as someone to take pride in protecting to play out her prince fantasy. By the end she develops a love for Anthy though. The only reason she hangs around Akio is she tries to love him because she thinks he's the prince that saved her a long time ago.

Firstly Utena didn't know about any of that at this point. Secondly you missed the scene where Akio tells her that she is in the wrong for being with him even though she knew he was engaged and she throws that back in his face like the bullshit it is. The conflict is somewhat about Utena dealing with the consequences of her choices, but you'd be completely wrong if you labelled her as anything but a victim in this situation.
