Because her nationality is German, she was born and raised in Germany. She's half American (hence he Langley, not really a German name, it's Anglo-saxon)

Even though Anime characters can have virtually any color eyes or hair, I usually find that the combination of red or blonde hair with blue or green eyes is always the "foreigner" character, unless the franchise doesn't have any.
One or the other? Not telling, Ritsuko was shown to be dying her hair blonde rather than being natural and she had dark eyes.

But the combination? Very rarely do I see that on a character that's supposed to be 100% ethnically Japanese.

She grew up there and self-identifies as German

German is her home country and native language (at least if her voice actor could pronounce it worth a damn)

She could play up the American part if she wanted, but since she fucking hates her father it's no surprise that she goes for German instead.
Also, she has spent most of her life in Germany, absorbing German cultural norms, being shaped by German society. That goes a long way towards explaining why those in a Japanese society find her ways foreign (e.g. wanting locks on a door - perfectly reasonable if you're from a Western country).

Definitely a downgrade when she dyed it.

Most characters in Eva have reasonable hair.

Its from a spinoff manga, Piko Piko Middle School.

Its rather zany, practically every character is bonkers while Shinji and Asuka are the only ones close to sane.

Misato's hair is just stylized purple, but its meant to be black like every other jap.

Rei and Kaworu are albino - and Rei's hair is likewise just shown as a shade of blue for style. Its shown as its true white as Lilith or the last scene of Rebuild 2.0

correct, and they tended to use hair color and eye color symbolically. Asuka's phenotype indicated her western heritage and nationality.

Rei and Kaworu's blue and white hair and red eyes indicated their unnatural origins and inhuman natures.

Ritsuko's dye was kind of an indication of her mental state, that she wasn't happy with who she was.

Dark blue and Purple shades in anime are usually just meant to give some color variety to an ethnic phenotype that is mostly dark brown or black, they're "black hair" but with some variation in shade just to make them interesting. I usually write those shades off.

White often times indicates an inhuman character, demon, half demon, something like that.

Rose/pink usually indicates a naive or childish character despite the rest of their physical appearance.

Blonde or Red hair WITH blue or green eyes is usually intended to be a white person or at least a hapa. Either/or can be written off, both of them together means you should consider the character's ethnic origin might not be Japanese.

perspective, it's the 90's and the US was enjoying a booming economy we had a relatively peaceful decade aside from the Persian Gulf war at the beginning and UN action in Bosnia towards the end, which weren't US bullying smaller countries but multinational justifyable actions, and we were the sole superpower of the world and the likelyhood of total nuclear exchange plummeted with the collapse of the soviet union.

the 90's was the last time it was really warranted to be proud of being an American.

None of that would have a bearing on Asuka's having pride as an American. In Eva's world America seems to have gone isolationist. E-project was the largest endeavor mankind was involved in and as late as 2015 America was still stalling in developing Evas, Europe & China were the main leader on it. The US only took it seriously when angels started showing up and finally got to work on 03 & 04, and even then China out did any effort since they seem to have the the ones most responsible for the 9 (downsized from 12) MP Evas. For an Eva loving girl like Asuka, The US doesn't seem to have offered much reason to be proud, especially since she grew up European, just happened to have an American dad.

I'd say the makeup of the UN fleet among other things indicates that the US is a major power player on the world scale (though obviously reduced from where they were geopolitically before second impact). It seemed like the implication was more that they were just trying to big-time Nerv, probably out of butthurt over not being the world superpower anymore.
