When I watch old anime, I feel something strange. Like, some sort of irrational positive energy, the strange warmth, that is lacking in the modern anime. Of course, there are exeptions, but en masse modern anime lacks that weird power that makes you dream, motivates you for some new endeavours, something like that. And this is not just about anime. Same thing happens with music, movies, everything. What was happening in the past that made this magic possible? Was it the influence of Cold War or just huge amount of talented visionaries in the entertainment industry? I can't be the only one who has that feel.
Color palette and sound design can help an anime feel like it's happening in a real world place. Birds chirping, sounds of footsteps, etc.

What modern anime has good sound design?

I watch / read a bunch of old anime and manga and I really don't know what the fuck you're talking about. Personally I'd say strong emotional pull is just as rare in old stuff as anywhere else.
It's just the colors user. More thought went into it since every frame had to be hand painted instead of just clicking a pen to a screen. Cel animation should not have been abandoned.

Until very recently nostalgia was considered a mental disorder.

Top anime of the latest 20 years doesn't compare to top anime of the 90/80s.

Sort of, you can accomplish the same styles used in cel with digital techniques. Artists today just prefer bright, colourful and heavily saturated scenes with low detail because they're easier to produce. Works of the past were an effort in passion, it was less about banging out a new seasonal in a short timespan and more about the work itself. Rather than just how each frame is composed, a lot more effort was spent in how they were put together, scene direction and so on. It's the difference in seeing something an artist really wants to work on and something they're not very interested in they got commissioned to do.
