I'm still working my way through Part 4. I'm finding it kind of boring after the awesomeness of Part 3. It just feels like the plot has gotten sidetracked, and there's too many characters that don't really do much of anything after their introduction. There isn't the sense of urgency or adventure that was in the first 3 parts, and many of the characters are kind of boring. Josuke in particular is disappointing. His Stand is cool, but his personality is just kind of there.
Does it get better after the Highway Star battle, or should I just skip straight to Part 5?
Part 4 anime is the worst imo. Shitty animation, weak pacing, fights are meh. Surprise that people seems to love this more than part 5

Part IV is actually a great part but I can see what you mean.
Basically, the first 3 parts were all shounen while from Part 4 Araki starts taking a turn towards Seinen.
Also, I think Kokichi is more of a protagonist than Josuke and that is what araki intended it to be. However, I think Part 4 is better than 3 overall. It has one of the best antagonists in JoJo and the entire setup is perfect for the whole part.
