Voice acting is the least important thing and also the most expensive. It's also what's holding the medium back because seiyuu are overpaid while animators are underpaid (and subjected the horrible schedules). Can't wait until seiyuu are replaced by software. Just give each computer-generated voice a name and a cute anime avatar and otaku will eat it up. All the money not spent on seiyuu can then go to the animators.

Animators won't see nothing of this money. If seiyuus got cheaper, all those big companies that bankroll your favorite chineese cartoons would just not invest their freed up money or at least majority thereof in anime production and would use it for their other ventures. Your scenario would just decrease the amount of dosh circulating in the animation industry and transfer it to manga or toy industry.
