I know there's meant to be a short story with the BDs about Kanami's internal thoughts as she feels cheated that Hiyori wouldn't attack her, because she was hoping she might lose, and also doesn't want Yukari to die because she wants to fight her too.

I don't know if she used her instant 3rd layer before then. She might have been saving it to surprise Yukari. Either way, Hiyori is much faster than Kanami but Kanami has better technique. This is why when she fights thunder Yoyo she has to bully her into losing her cool so her attacks get much simpler and easier to pre-emptively counter.
