Because Bakugo had been sidelined as a one-note joke character for so long he was no longer credible as a rival and the author had to contrive something extreme to remind the audience to take his shallow antagonism to the mary sue protagonist seriously.

Basically now both Bakugou and Decuck are more motivated to get stronger and they're proper rivals now. Better this way than Decuck winning the fight.

The fight should of ended when deku used a surprising amount of speed and Bakugou had to block a one-for-all kick with his arms and he was able to block it without both his arms getting badly broken.

the fight should have ended when deku lost his temper and stopped trying to soften his blows to bakugou and then when deku's kick landed both of bakugou's arms broke instantly. at that point bakugou would realise deku was no longer on his level and deku would realise he lived in a world of cardboard.

Deku at that point still has not taken Stain and Gran Torino's advice on fighting.

It makes Bakugou's dejection (later in the same chapter after All Might spoke to him) more organic.

It drove home for him that what he thought was good enough was not enough. He basically experienced the license exam again right there.
