I disagree with the first part (2001 is a lot better than 2017) but not the second. Digital art can be great and I've seen many examples of such going back more than a decade now. To say otherwise is pretty much just going "OLD GOOD, NEW BAD."

Depends on the artist a lot of the time. If they were already one trick ponies who can only draw one way and such then when they shift medium entirely it stands to reason that it’ll suck.

They rely on motorskills rather than actual taken the time to excel at the using that particular medium.

from my own experience I can tell you that having a pen on paper feels a lot more responsive than drawing on a tablet. while pen on paper gives you absolute control over how the pen acts, tablets feel a bit off. you kinda adapt to the technology, but it's not as good as paper.

Because digital does a poor job of mimicking the feel of traditional mediums. It's getting better but not even close in terms of feeling.
