I vehemently disagree. It's much easier to fudge and blur photographs of foliage into something that looks ok. The same technique can't be applied to wholesale to urban environments where you can't get away with effacing so much detail. The result? It just looks like what it is, photographs of real life locations that have been shopped a bit to look sort of hand drawn. It's uncanny as fuck.
Shinkai does do it better than pretty much anyone because he understands post processing lighting quite well and it's a responsibility he almost never delegates but still, it looks shopped.
