Part 1 starts slow because it needs to establish a good amount but ramps up quickly and ends quickly.
Part 2 is fucking awesome and if you don't like it you can get the fuck out of here
Part 3 is pretty much your standard enemy of the week shounen. It introduced Stands which are the main conceit of the rest of the series. The weight of part 3's villain is a bit lacking if you've never seen part 1
Part 4 is the best part and if you think it's "slow" or "boring" or that the arc villain isn't an even better one than Part 3's you're an ADHD brat
Part 5 is dumb as hell but has some crazy good stand fights
Part 6 should be forgotten
Steel Ball Run competes with 4 for best part

Part 1 is really weak, you have to muscle through it. Part 2 is already enjoyable, but it really picks up at Part 3 and it's great from Egypt Arc onwards.

It's a fairly unpopular opinion, but if you're really impatient, you can read Part 7 righr away because it's the pinnacle of the series and it doesn't tie into the previous parts aside from references.

What? the first three episodes of Part 1 are probably some of the best episodes in the series all the way until the last half of Part 3, they are really good, almost any scene Dio appears in is incredibly enjoyable.
If you didn't like them you probably won't enjoy the rest, drop it.

Part 4 is the best, but you have to watch part 3 to understand it.

What parts do you even like?
Honestly part 4 and 6 evoked the same amount of enjoyment for me.
Part 4 has a solid story with memorable characters/interactions and a great villain. I can see how the "filler" can be endearing, such as the Pearl Jam arc, but I don't like how it takes a while for Kira to be introduced. Red Hot Chili Peppers acts as a good mid boss for the part though. Most of the minor antagonists are meh in my book. It has the second best Jojo.
Part 6, while not being the best written part, has the highest stakes out of any part to date. I was on the edge of my seat, especially when Weather and Anasui went up against Pucci during the Heavy Weather arc. It also has the most interesting dynamic/development for any characters in the series (Weather and Pucci). Despite having some of the best moments of the series, it relatively takes a long time for things to get good, which happens right about after the gang breaks out of prison. Before that, it's kind of a slog to go through. It has a forgettable Jobro (Hermes) and an okay at best Jojo. I would say that I prefer side characters like Anasui, Weather, and F.F. over the likes of Koichi or Rohan (Okuyasu is too good for this world).
I would rank part 6 over 4, but just barely. Part 5 is still the best part though.
If you can't at least watch all of part 1 and think it's decent don't continue. Even parts 4/7, which seem to be the favorites for most people, share themes and a writing style with part 1. Just dropping it forever will save you a lot of time.

It's not that I "hated" phantom blood, it's more that I kinda hate Jonathan. He's just too one dimensional for my tastes and he comes off as extremely mary sue'ish.

The Story is rushed, but GREAT
The supporting characters are terrible, but that's only because part one is so darn short. Had there been an episode or two fleshing them out more they would have been just fine so it's not so much bad character development as it is a short story. One of them literally dies in the same episode he is introduced. You should only be doing that for chaff and background characters. Viewers can't get invested in characters that quickly. It takes a while.
It's common for Part 1 not to hook people, but if you aren't into it by the mid point of part 2 then JoJo probably isn't for you.
Stay mad
Well remember that Part 1 is basically a Hokuto no Ken rip-off with vampires randomly showing up in the middle. It takes the author a while to get out of that mindset and shift his art-style and writing to something different. It isn't really fun until part 2 and the author starts that one off correctly.
The longer Part 3 drags on the less interesting it gets until the finale. Part 4 makes the stands more interesting and has a great villain. Part 5 is so goddamned silly. He started off with an interesting premise and really falls back into his Part 3 format for most of the story. It's not a fun story and he did not know how to make the individual parts sync into any interesting character arcs. 5 made me lose interest in continuing to part 6.
