The only reason he sucked at ninjutsu in the beginning of the series is because of Kurama's chakra messing up his own chakra control.
He still has a bigger than normal chakra pool due to being born as an Uzumaki.

So yeah, he can easily be a mid-high tier ninja (definitely better than Sakura or Kiba) assuming he can still get Jiraiya to teach him.

This, kiba is on a whole other level from naruto and maybe even sausage. Remember that one episode where kiba and naruto had to do a mission together and naruto kept fucking up and kiba had to keep pulling all the weight, i think hinata was there too sucking naruto dick the whole time. Pretty great episode, it showed kiba to be a pretty reliable /out/ kinda guy, meanwhile naruto was same old retard doing everything the wrong way, his way. Had naruto not had the fox during the kiba fight, naruto would've gone home after losing the fight and killed himself. He'd be the fourth Hokage's son and have access to the high chakra reserves that he'd have had to begin with. He'd have every reason to be good in terms of skill and education.
