It's nice to see for a few reasons. Firstly, it's just a very powerful part of the human experience that a lot of people can't really experience outside vicariously experiencing it through art. Secondly, it generally brings out a naturally interesting web of interesting character motivations and conflicts without being over-the-top or contrived. Thirdly, and ironically, it actually ends up keeping shitty fan-service out of a show. I'll end on this note: Kill la Kill and FLCL both received critical acclaim for their interesting animation styles. You could call the first instance a parody of sexuality in the genre, and the latter a roundabout, euphemistic approach to handling mature themes. The former had very strong style, while the latter had strong style and writing. Both could be called tasteful. I'd call either thematically appropriate for exploring mature themes, as neither forgets it's a cartoon.

There are two approaches to entertainment for our purposes. There are stories that are created with a certain vision in mind, and then there are products first and foremost designed to appeal to a certain audience. Anime is almost always a mix of both. If the former approach is dominant you get things like Made in Abyss, Haruhi, FLCL, Madoka, etc. stories that set out to do something interesting and may even do it well. If the latter is dominant you get Seasonal Isekai #57. If you're making the firsts type of anime then the people in charge are bound to actually care about what they're doing and will probably approach it from a standpoint of "how does this scene contribute to the story I set out to create?" and like I said I don't think there are many uses for sex besides porn. If it's the latter then they don't care.

To answer your first question, I don't know, it depends on the story. If it's trying to be a drama then I have no problem with including a sex scene. For example, I wouldn't mind if Clannad had a sex scene when the girl in question wins as long as they don't turn it into a grotesque porno. If Nagisa starts begging for anal 30 seconds into the scene then you've made something that actively ruins the story. However, what I've been saying from the start is that the vast majority of the time, the staff won't have the skill and finesse to do a good sex scene and it will inevitably devolve into trashy fanservice that either adds nothing or actively takes away from the story like in the hypothetical sex scene I described above.

Can be mind-blowing if the circumstances are right, or not even as good as jacking off, really depends.
