A lot of the B+ category is consistent of quirks that are "A-tier quirks with a restriction on activation" For example, I'd consider Toga, Mustard and Iida to be A tier, but Iida requires fuel and can burn out, Mustard isn't immune to his gas and Toga requires blood. Momo isn't higher up because her quirk requires knowledge and fuel, and I assumed all users of the quirk to have 4/5 stats all round
